Lonny the Street Lawyer, owner of Street Lawyer Services urgently takes to Instagram to address his community about the emergency DC Council Bill introduced by Chairman Phil Mendelson proposing cracking down on “gift shop” stores in the region. The proposed legislation would authorize “the revocation of licenses, sealing of premises, and fines for businesses purchasing, selling or exchanging marijuana” according to the Memo drafted by Chairman Mendelson on October 28. Initiative 71, which was approved by DC voters and took effect on February 25, 2015, allows an individual to “transfer one ounce or less of marijuana to another person as long as 1) no money, goods, or services are exchanged; and (2) the recipient is 21 years of age or older.” This is how the world of gifting was born. An individual purchases a totally separate item i.e. hat, t-shirt or coupons for legal services and in return is gifted marijuana.

Lonny The Street Lawyer and the Street Lawyer Services family are vehemently against this legislation, which would disrupt the innovative cannabis marketplace that has sprouted up as a result, empowering black and brown entrepreneurs.
This brazen act by the Chairman of the City Council is nothing more than a cheap power grab. The gifting economy, or gray market, has empowered so many diverse entrepreneurs to sell cannabis safely and on their own terms, like a regular business.
This swift action comes as an answer to the shrieks of the medical dispensary owners who are seeing a drop in their sales. COVID has placed many hurdles on the renewing of licenses for those who’d been permitted one. The gifting services suddenly became an easy, affordable and effective alternative.
Just because somewhat of an end to the pandemic can be seen in a distance we shouldn’t just forget how impactful cannabis gifting stores/ delivery services were to the residents of Washington, D.C. and those traveling eager to find cannabis. This draconian measure by Chairman Mendelson is an attempt to reduce equity in the marijuana economy and return revenue back to the five medical dispensary owners, all of whom have prospered due to DC’s strict regulations.

On November 19, Washington, D.C. will hold its first ever public hearing, spearheaded by Chairman Mendelson to consider the legalization of recreational sales of marijuana. More specifically, to discuss Bill 24-113 (Medical Cannabis Amendment Act of 2021) and Bill 24-118 (Comprehensive Cannabis Legalization and Regulation Act of 2021). This is a landmark event in the movement for recreational marijuana in the nation’s capital. We cannot go backwards, we must go forward.
